The book you are referring to is Castle Dor, which was started by Sir Arthur Quiller-Couch and completed by Daphne du Maurier many years later at the request of Arthur’s daughter, Foy. It was published in 1962 and is basically the retelling of the story of Tristan and Iseult. Mark is Mark Lewarne, the landlord of the Rose and Anchor in the town of Troy (Sir Arthur’s name for Fowey). The Frenchman who arrives in Troy on a schooner is Amyot Trestane, an onion-seller.
